UC Libraries Enact Resource Reduction Across Systemwide Licensed Resources
The strategy aims to preserve the majority of UC’s core shared licensed content during a time of funding uncertainty
As the University of California navigates structural budget deficits, federal and state funding uncertainties, and rising costs, the UC Libraries, including UCLA Library, is not immune to the pressures and unpredictability of budget cuts, inflation and local funding shortfalls.
Leadership from UC Libraries — the 10-member system responsible for building and managing the UC’s world-class collections — has coordinated a data-informed resource reduction strategy. Led by the UC Council of University Librarians (CoUL), the coalition’s approach aims to preserve the majority of UC’s core shared licensed content while sustaining the university’s academic mission in this time of budgetary uncertainty.
At this critical moment, CoUL has enacted a 3.7% cut to systemwide shared licensed resources, representing a $1.75 million decrease in purchasing capacity. Collections leadership across the UC Libraries was asked to identify resources to cancel, prioritizing retaining full text access over resources solely devoted to indexing and abstracting and identifying resources with high cost-per-use within disciplines to equitably distribute cancellations.
Following the systemwide reduction, UCLA Library will be lessening those impacts to meet the tailored needs of UCLA students, faculty, researchers and clinicians as the Library’s budget permits. UCLA Library is also actively exploring opportunities to reinstate some systemwide cancellations, and some resources previously in cancelled packages are being considered locally for individual subscription.
